Google Set To Fuse Chrome OS Into Android Phone's

Google will fold its Chrome operating system used in personal computers into the Android mobile OS, according to The Wall Street Journal.

Beginning in 2017, Google will only have a single operating system on the market, with Android featured on tablets, smartphones, and notebook computers, the report said. Google will show an early version of the new unified Android OS next year, The WSJ said, citing anonymous sources.

The move should help unify Google’s software efforts and make its platform more appealing to third-party software developers.
But the unification efforts are still early and it’s still not clear how everything will ultimately play out, a person familiar with the matter told Business Insider. In fact, the person said it’s possible that Google could continue to support Chrome OS, and actually maintain three different OS variants going forward.

Three operating systems?
“There is a scenario in which we move forward and the likelihood is there is still Chrome OS and Android and there could be a third project that combines the best of both,” the person said.

Until now Google has maintained a clear delineation between its two operating systems, The Chrome OS, based on Google’s Chrome web browser, is for the traditional laptop and PC-like family of Chromebook devices. Android is for lower-powered devices like tablets and smartphones, and increasingly gadgets like watches and TVs.

Google will rename the Chromebook notebook computers, once they feature the new version of Android, The WSJ said, but the new name for the Chromebooks has not yet been determined. Google’s web browser will apparently keep the Chrome name and the open source version of the Chrome OS that other PC makers can use for their laptops will continue to exist, the report said.

The move is not a complete surprise. Google executives have acknowledged in the past that Android and Chrome “will likely converge over time.” Google united the teams working on the two operating systems under one management structure in 2014.

Another recent clue came in September, when Google unveiled the Pixel C hybrid tablet-notebook. The device is the first product in the Pixel line of devices to drop the Chrome OS in favor of Android.

Google declined to comment.

Alleged False Declaration Of Assets: Saraki Knows Fate At A-Court Today

The Abuja Division of the Court of Appeal, will today, deliver judgment in the appeal seeking to quash the 13-count criminal charge pending against the Senate President, Dr. Olubukola Saraki before the Code of Conduct Tribunal, CCT.

The appellate court had earlier adjourned its verdict on the matter indefinitely, a situation that forced the Justice Danladi Umar-led tribunal to defer hearing on the case against Saraki till November 5, to await the outcome of the appeal.

The tribunal took the decision to suspend full-blown hearing on the criminal case after the Justice Moore Adumein panel of the appeal court, on October 21, postponed its judgement without adducing any reason.
A source at the appellate court who spoke to Vanguard on ground of anonymity that day, insisted that the “eleventh-hour deferment of judgment on Saraki’s appeal”, was not unconnected with the just concluded screening of Ministerial nominees that were forwarded to the Senate by the Presidency.

Saraki is in his appeal, challenging the legal propriety of the 13-count charge that was preferred against him by the Federal Ministry of Justice.

He was among other offences, alleged to have owned and operated foreign bank accounts while being a public officer.

However, aside challenging the charge, Saraki also queried the constitutionality of the warrant of arrest that was initially issued against him by Chairman of the CCT, Justice Umar.

Besides, the embattled Senate President, through his team of lawyers led by a former President of the Nigerian Bar Association, NBA, Mr. J.B. Daudu, SAN, wants the higher court to ascertain whether the Justice Umar-led panel subscribed to the appropriate legal procedure when it ordered him to mount the dock and enter his plea to the charge despite preliminary objections against his trial.

He raised 12 grounds of appeal against the CCT, supported by a 16-paragraphed affidavit and four exhibits.

Saraki also deposed another 17-paragraphed affidavit of urgency, wherein he urged the higher court to intervene and protect him from what he described as “a politically motivated witch-hunt”.

Out of the 12-grounds, five of them are basically seeking to invalidate the charge against Saraki.

He is begging the appellate court to suspend the proceeding of the tribunal pending the hearing and determination of his substantive appeal against the Justice Umar-led panel.

The appellate court had on October 8, okayed accelerated hearing on the matter.

Meantime, the federal Government, while urging the appellate court to dismiss the appeal, maintained that it has garnered sufficient evidence to establish that Saraki, as a public officer, acquired several assets beyond his legitimate earnings.

FG, through its lead prosecutor, Mr. Rotimi Jacobs, SAN, equally told the appellate court that five witnesses it lined-up against the Senate President, have all expressed their readiness to appear before the CCT tomorrow to testify and tender exhibits against him.

Among those that FG billed to give oral testimony against Saraki included the erstwhile Minister of the Federal Capital Territory and present governor of Kaduna State, Mallam Nasir El-Rufai.

Specifically, El-Rufai is expected to testify that he was the one that sold one of the assets that Saraki bought in Abuja, which the government alleged that he failed to list among the assets he acquired while in office as the governor of Kwara State.

The prosecuting counsel, told the appellate court that Saraki has already been furnished with all the proof of evidence against him, including copies of four separate assets declaration forms that he earlier submitted before the Code of Conduct Bureau, CCB.

Therefore, FG, urged the appellate court to dismiss the appeal and order Saraki to go to the CCT and clear his name.

Saraki had through his lawyer, Mr. Daudu, SAN, argued that the CCT erred in law by going ahead with his trial despite that fact that “it was not properly constituted”.

He contended that whereas the constitution provided for a three-man panel to sit over cases brought before the tribunal, he said that only two Justices sat on September 22 when he was docked.

According to him, the composition of the tribunal was in violation of paragraphs 15(1) of the 1999 constitution, as amended.

Daudu maintained that the tribunal was wrong in assuming criminal jurisdiction against the Senate President when it was not listed in the constitution as a superior court of record.

He described the CCT as an “inferior court”, saying it does not in any way, share concurrent jurisdiction with the Federal High Court.

He therefore urged the appeal court to nullify the proceedings of the tribunal against Saraki and also set aside the criminal charges filed against him by the federal government for being illegal and unlawful.

Nevertheless, FG, bent on going ahead with the case, asked the appellate court to dismiss Saraki’s arguments as baseless and grossly lacking in merit.
Jacobs, SAN, argued that the tribunal was properly constituted and empowered to try the accused person.

He urged the court to invoke the Interpretation Act to resolve the issue on whether the two-man panel had indeed formed a quorum as envisaged by the law.
More so, the prosecuting counsel submitted that the tribunal has criminal jurisdiction hence the use of words like “guilty” and “punishment” in the law that established it.

“We urge your lordships to dismiss this appeal and order the appellate to go before the CCT and face criminal charges against him. We have gathered enough evidence to prove that he made anticipatory assets declaration”, Rotimi added.

Saraki was in the charge before the CCT, marked ABT/01/15 and dated September 11, 2015, alleged to have falsely declared his assets, contrary to the constitutionally requirement.

He was accused of deliberately manipulating the assets declaration form that he filed prior to his assumption of office as the Senate President, by making anticipatory declaration of assets.

The offence was said to have been committed while Saraki held sway as a governor.

He was also accused of breaching section 2 of the CCB and Tribunal Act, an offence punishable under section 23(2) of the Act and paragraph 9 of the said Fifth Schedule of the 1999 Constitution, as amended.

FG alleged that Saraki claimed that he owned and acquired No 15A and 15B Mc Donald, Ikoyi, Lagos, through his company, Carlisle Properties Limited in 2000, when the said property was actually sold by the Implementation Committee of the Federal Government landed properties in 2006 to his companies, Tiny Tee Limited and Vitti Oil Limited for the aggregate sum of N396, 150, 000, 00.

He was alleged to have made false declaration on or about June 3, 2011, by refusing to declare plot 2A Glover Road, Ikoyi, Lagos, which he acquired between 2007 and 2008 through his company from the Central Bank of Nigeria for a total sum of N325, 000, 000, 00.

Similarly, Saraki was said to have refused to declare No1 Tagnus street, Maitama, Abuja, which he claimed to have acquired in November 1996 from one David Baba Akawu.

Some of his alleged offence while in office as governor, which are said to be punishable under section 15(1) and (2) of the CCB and Tribunal Act, Cap C15, Laws of the Federation of Nigeria, 2004, were allegedly committed between October 2006 and May 2007.

His actions were classified as a gross violation of the Fifth Schedule of the Constitution of the Federal Republic of Nigeria 1999, as amended.
Saraki has since pleaded not guilty to all the charges against him.

China To End It's Long One-Child Policy

China has decided to end its decades-long one-child policy, Xinhua news agency reports.

All couples will now be allowed to have two children, the state-run news agency said, citing a statement from the Communist Party.

The controversial policy was introduced nationally in 1979, to reduce the country’s birth rate and slow the population growth rate.

However, concerns at China’s ageing population led to pressure for change.

The one-child policy is estimated to have prevented about 400m births since it began.
Couples who violated the policy faced a variety of punishments, from fines and the loss of employment to forced abortions.

Over time, the policy was relaxed in some provinces, as demographers and sociologists raised concerns about rising social costs and falling worker numbers.

The Communist Party began formally relaxing national rules two years ago, allowing couples in which at least one of the pair is an only child to have a second child.

The announcement comes on the final day of a summit of the Chinese Communist Party’s policy-making Central Committee, known as the fifth plenum.

The party is also set to announce growth targets and its next five year plan.

2015 CMA Album of the Year Nominees: Inside the Studio

The 2015 CMA Awards air live from Nashville next Wednesday evening, bringing with it one of the most competitive Album of the Year contests in years. Pitting older mainstays like Kenny Chesney against newer such as Chris Stapleton, the category shines a light not only on some of the year's biggest country singers, but also the producers who helped shape their most recent releases.

When Miranda Lambert took home the trophy last year for Platinum, she was one of only six females in history to do so. 

This year, the nominees for Album of the Year are mostly males once again, with only Kacey Musgraves and the coeds in Little Big Town breaking up the boys' club of Stapleton, Chesney and Jason Aldean. Musgraves' Pageant Material and Stapleton's Traveller are the contest's two dark horses, both albums reaching a degree of mainstream recognition without producing the same number of chart-topping singles as, say, Aldean's Old Boots, New Dirt. 

Meanwhile, Chesney's The Big Revival is easily the most hit-heavy album of the bunch, armed with four Number One songs, while Little Big Town's Pain Killer includes the most talked-about song of the year, "Girl Crush." It's any man's — or woman's — game.

Music Rapper DMX Is Arrested For Failing To Pay Child Support

DMX was arrested on Tuesday (Oct. 27) at his home in Westchester County, N.Y. on a contempt of court charge from back in July for allegedly failing to pay his ex-wife and their four children $10,000 a month in child support.

The rapper, whose given name is Earl Simmons, recently served three month in jail also tied to unpaid child support charges. On Tuesday, though, he was ultimately released without bail after making his case to the judge. “It’s not like I can hide,” Simmons said according to a report from USA Today.
His argument for release contended that he couldn’t make money without performing, and thus, without being released. “All I have is my name and my reputation,” he added, saying that playing shows is “only way I can make a living.”

Simmons’ next court date is scheduled for Nov. 18. He currently has one scheduled concert, on Nov. 28 in Detroit.

Rick Ross Serves Solemn Remix of Adele’s ‘Hello’

Rick Ross wasted no time hopping on one of the year’s biggest tracks, delivering a tasteful and solemn remix of Adele’s long-awaited new song, “Hello.”

Ross doesn’t tweak the track much — save for a few distorted glitches and a “Maybach Music” stamp — and simply inserts a quick verse in between the song’s aching intro and pounding outro. Still, Ross sidles over the song’s soft piano plunks, spinning a somber, scarred, yet still opulent verse about failed relationships, impoverished communities and unquenchable dreams.
“Tears fall all the way to the south of France,” Ross spits, “Poverty line hang lower than my pants / Invited to the Grammys but I feel so out of place / After we watch plates they were always out of state.” Later, he drops references to Beethoven’s Symphony No. 5 and James Cameron’s Titanic, before conjuring a quintessentially Bawse image: “Aroma of the dank as I’m breezing through the bank.”

Ross’ reworking of “Hello” is the latest in his Renzel Remixes series, and arrives one day after his take on Future’s “Stick Talk,” and a new video for “Bill Gates,” from his Black Dollar mixtape. The clip, available via Revolt, mixes classic shots of Ross spitting in a private plane and fancy car, but also finds him extensively working the sidelines during a Houston Texans football game.

Ross will follow Black Dollar with his eighth studio album, Black Market, which is scheduled for release in November. The album marks Rozay’s third in two years, following his two 2014 efforts, Hood Billionaire and Mastermind. Earlier this month, Ross premiered the first single, “Sorry,” featuring Chris Brown.

Taylor Swift Files Counterclaim Against US Radio DJ Accused Of Groping Her

Taylor Swift has filed a counterclaim against a US radio DJ who is suing the singer over allegations he groped her backstage at a concert in June 2013.

David Mueller said he was fired from his job at KYGO in Denver two days later – but claims one of his superiors committed the alleged assault.

Legal papers from Swift’s lawyers show the singer solely accuses Mr Mueller.

She was said to be “surprised, upset, offended, and alarmed” he grabbed her bottom at a pre-show meet-and-greet.
“Mueller’s newfound claim that he is the ‘wrong guy’ and, therefore, his termination from KYGO was unjustified, is specious,” wrote Swift’s lawyers in the legal documents.

“Ms Swift knows exactly who committed the assault – it was Mueller.”

Swift’s counterclaim comes after Mr Mueller sued her in US District Court in Denver in September. He said a member of the singer’s security team had falsely accused him of groping her at the Pepsi Center on 2 June 2013.

However, Swift’s lawyers added that Mr Mueller “did not merely brush his hand against the singer while posing for a photograph, but lifted up her skirt.”

Her publicist released a statement shortly after she was sued by Mueller last month, saying the radio host’s employer was given evidence after the incident and made its own decision to fire him.

Swift is requesting a jury trial and said any money she might receive from legal action would be donated to charities “dedicated to protecting women from similar acts of sexual assault and personal disregard.”

One-Child Policy In China’s Has Finally Ends – But Is It Too Little, Too Late?

 

For years, the typical on-screen Chinese family looked something like this: Glowing parents doting over one precious child.

The taglines drummed it home: “One hope.” “One joy.” “One responsibility.”

In other words, China’s one-child policy was the family’s way to support and help the state.

But, in recent times, the perfect television family has changed.

In a commercial earlier this year, a boy begrudgingly shares a toy with his younger sister, then they all gather together with a large brood to watch the televised Lunar New Year Gala. The new message was: Two is better than one.

In the typical fashion of Chinese state media, the bigger the news, the shorter the article. This one came in one sentence, just as foreign reporters were clocking off work.

And it started with a bombshell: “China will allow all couples to have two children, abandoning its decades-long one-child policy.”

The decision came after a secretive four day meeting in a Beijing hotel where senior communist party officials strategized a five year plan for the ruling party.

In a country ruled by top-down command politics, few edicts have been as controversial or as hated as the one-child policy.

Now, it’s being amended to try to save an aging and declining workforce.

For about 35 years, the Party enforced its policy on most Chinese to curb population growth, and to spur the economy.

When the propaganda didn’t work, local officials have resorted to abortions, heavy fines, and forced sterilization.

The policy was always a bit of a misnomer as millions of Chinese weren’t restricted to one child. But it was the urban and often up and coming Chinese families that had to bear the brunt of the rules.

But even as the party steadily relaxed the policy, allowing parents, who themselves were an only child, to have a second child — many parents came to the realization that another bundle of joy wasn’t realistic.

Yang Xue and Chang Zi’an told me earlier this year that though they could qualify for a second child, they had no plans for a brother or sister for Tao Zi because it was just too expensive — even for two professionals.

In fact, demographers say that the changes in policy this year have all been too little too late.

“China has already begun to feel an unfolding crisis in terms of its population change,” Wang Feng, a professor at Fudan University, told me earlier this year, “History will look back to see the one-child policy as one of the most glaring policy mistakes that China has made in its modern history,” he said.

Chinese government officials still maintain that it was necessary to keep population numbers down, to allow China’s breakneck growth without an added burden of a population strain. But now China faces a rapidly graying population.

The government says the country could become home to the highest elderly population on the planet in just 15 years, with more than 400 million people over the age of 60.

Researchers say healthcare and social services will all be burdened by the graying population, and the world’s second largest economy will struggle to maintain its growth, because there simply would not be enough workers to push the economy forward.

The Party will be hoping this latest decision will spark a baby boom. And the stakes couldn’t be higher.

Rihanna To Star In Sci-Film ‘Valerian’

Rihanna is coming back to the big screen. The singer has landed a role in the sci-fi film Valerian and the City of a Thousand Planets.

Director Luc Besson made the announcement on his Instagram account. “RIHANNA is in VALERIAN!!!!! ….and she has a big part!! I’m Sooo excited!!!” he wrote.

According to Variety, she joins a cast that includes Cara Delevingne (Paper Towns), Dane DeHaan (The Amazing Spider-Man 2), and Clive Owen (Closer). Production begins in France in January and the movie is set to hit theaters on July 21, 2017.
The big-budget film is based on Pierre Christin and Jean-Claude Mezieres’ graphic novel and takes place in the 28th century when humanity discovered time travel.

Rihanna previously starred in 2012’s Battleship and lent her voice to the animated blockbuster Home.

Music Artist Phil Collins Say's ‘No Longer Retired’

British singer Phil Collins has said he is coming out of retirement and is even planning to tour.

In an interview with Rolling Stone magazine, he said: “I’m no longer officially retired.

“The horse is out of the stable and I’m raring to go.”

The 64-year-old artist – who also played with prog-rockers Genesis – said in 2011 he was leaving music to be “a full time father to my two young sons”.

Following a scheduled reissue of his solo albums he told Rolling Stone “it would be silly to not make more music.”

Collins has not released a full album of new material since 2002’s Testify though he topped the chart in 2010 with a collection of Motown covers called Going Back.

In 2007, a Genesis reunion tour led to a dislocated vertebra and nerve damage in his hands, leaving him unable to play the drums.

He told Rolling Stone that he was moving a studio into his home in Miami, Florida and would start recording new music next month.

His new band features Jason Bonham, the son of Led Zeppelin drummer, John Bonham.

In terms of a tour to support the new songs, he said: “I don’t think I want a very long tour.

“But I would like to play the stadiums in Australia and the Far East, and that’s the only way to do that. But there’s a part of me that just wants to do theatres, so we’ll see.”

One of the most successful songwriters and performers of all time, Collins is one of only three recording artists, alongside Paul McCartney and Michael Jackson, who have sold over 100 million albums worldwide both as solo artists and as members of a band.

His number one singles include A Groovy Kind of Love and Against All Odds.

Collins has won seven Grammy Awards, six Brit Awards, an Oscar and two Golden Globes.

British Ghanaian Actor, Model And MTV Host, Sam Sarpong Commits Suicide

British-Ghanaian actor and model Sam Sarpong, known for co-hosting MTV’s “Yo Momma” and presenting the BET Award for Best International Act, died Monday, his rep confirmed. He was 40.

Sarpong died after jumping off a bridge in Pasadena, Calif., according to E! News. The Los Angeles County Department of Medical Examiner-Coroner has ruled his death a suicide, with an autopsy pending.
“It is with great sadness that the family of Samuel Sarpong, Jr. must share the news that Sam has passed away,” said his publicist in a statement. “The circumstances surrounding his death are currently under investigation and no additional details are known at this time. Information about final arrangements will be forthcoming. The family appreciates the thoughts prayers and other expressions of sympathy, and request their privacy be respected at this extremely difficult time.”

“[Sarpong] had a pure heart and always went out of his way to help others,” his rep, J.D. Sobol, told Variety. “We will all miss him dearly.”

The British-American star was born in London and moved to Los Angeles with his father when he was 11. He would go on to book modeling work, including being the face of Tommy Hilfiger for six years, as well as walking runways for Versace, Gucci, Dolce & Gabbana and Donna Karen.

Sarpong’s first onscreen role came in an episode of Claire Danes’ “My So-Called Life” in 1994. His big TV break, however, came in 2006, when MTV cast him as one of its co-hosts for “Yo Momma.” Sarpong and Valderrama traveled across the country for three seasons to find the best trash talkers. After the show ended in 2007, Sarpong hosted BET pre-awards show “All Access.”

His other TV credits include “Pacific Blue,” “Family Matters,” “ER,” “Boston Public,” “Everybody Hates Chris,” “Veronica Mars,” “Bones” and “24.” He also had a role in FX’s heavily buzzed “American Crime Story: The People v. O.J. Simpson,” which is set to debut next year.

He appeared in films “Carmen: The Hip Hopera,” “Love Don’t Cost a Thing” and “Anchor Baby.”

Sarpong is survived by his father, Samuel Sarpong Sr., and his sister, June.
